About this skill
Covert Operations Training is an alliance skill that prepares scouts: it raises members’ espionage level. Accurate reconnaissance reveals a target’s fleet and defence before you commit to an attack.
The skill is shared across the alliance and funded from the common treasury. The higher the level, the fuller the spy-probe reports — a skill for calculating strategists.
